  I think we might be going the wrong way here! I *don't* think fvwm's
getting wrong (at this stage). All I think is that somehow I've got fvwm
ignoring OLDecor, and I'm trying to figure out which option's done it.

  But yes, if I get the time, I'll do a debug fvwm & find out what bit's
forced the appearance of the title-bar.
