If galeon places itself above FvwmTaskBar (and thus above every other
window too), having FvwmTaskBar on top will not help you. Alt-Tab will.
Anyway try:
Style FvwmTaskBar Layer 12
or:
Style galeon* GNOMEIgnoreHints
