I'd guess this means the screen is filled in this order:
+--+--+--+--+
| 9| ...... |
+--+--+--+--+
| 5| 6| 7| 8|
+--+--+--+--+
| 1| 2| 3| 4|
+--+--+--+--+
So the manpage seems not to be consistent.
