FVWM: Drawing a rubberband on the root window

Hello,

I have what I hope is a simple question (with a simple answer?). In
other wm's, you can draw
a rubberband on the root window with mouse button one. The idea being
that you can select
multiple windows/icons, which can then be acted upon as a group. Does
this make sense?
Can this be done in fvwm?

ps: I heard there was a port of the fvwm95 taskbar to fvwm2. Where can
I find it?
