Currently you don't have much control over this. You could try
MinOverlapPlacement. Another possibility would be to use
MinOverlapPercentPlacement and edit libs/defaults.h manually and
replace

  #define PLACEMENT_AVOID_ICON 10

with a small value

  #define PLACEMENT_AVOID_ICON -0.05

I can't guarantee that this will help, though.
