Ok, add:
Style "emacs*" ActivePlacementHonorsStartsOnPage
that seemed to work for me.  I actually used:
Style "*macs*" StartsOnPage 0    0 1, SkipMapping
Style "*macs*" NoPPosition
Style "*macs*" ActivePlacementHonorsStartsOnPage
