Try xscreensaver. This way, you can re-activate the keyboard and mouse with
the password.

You can set a Key link in .fvwm2rc to allow you to lock the screen just by
hitting a single key -like this
Key Scroll_Lock A A Function Sleep

Where Sleep is defined as:
AddToFunc Sleep "I" Exec exec
/usr/local/bin/xscreensaver-command -lock

With this, anytime you hit the scroll lock key (ScrLk) your keyboard and mouse
will do nothing but bring up a dialog for a password.

If not, maybe a little more context might help.

If you are trying to run the system without keyboard or mouse input from boot,
you probably need to disable them from the BIOS. But I don't see why you would
want to do this.
