Thanks for the suggestion
After a couple of attempts (is this the right syntax?), I tried:

Module FvwmEvent
*FvwmEventCmd
*FvwmEvent new_page IconMan

Seemed to behave as advertised, but didn't solve the problem.
Perhaps I haven't diagnosed it correctly.
