"toggleable" is an ok term, but it means toggle between 2 states.
What you want is probably to toggle between 3 states, so this is not the
best term.

If you have 2 titlebar buttons just like now, you may make them look
toggleable if you use:

  Style * MwmButtons
  ButtonStyle 8 - MwmDecorLayer 6
  ButtonStyle 0 - MwmDecorLayer 2
