I can't test this since I'm not at work, Notes/Wine is way to slow for
remote use.
I was able to use C/A arrow with other programs under wine.
Are you letting Fvwm manage the windows?
In $HOME/.wine/config you should have this:
; Allow the window manager to manage created windows
"Managed" = "Y"
