I would add:
Style XVirtualRoot SkipMapping, FixedPosition, FixedSize
The last 2 are only for 2.5.x.

It seems there is a bug in FvwmPager regarding initial drawing of windows
on lower layers.
In 2.5.x you may hide xvirtualroot in pager completely using:
*FvwmPager: UseSkipList
