In my opinion, you will get better answers on the fvwm
mailing list.
I just tried to configure on my HPUX 11.11 system with fvwm-2.4.11
and didn't have any problems. I used HP's compiler, not gcc.
You might want to look in the config.log too.
You should see the small sample program used in the configure
test and the error that occurred trying to compile or run it.
