If you just want one background for all your desks and pages,
see question 6.6 in the FAQ.
You should be able to put the backer commands anywhere in
your .fvwm2rc. Heres something that works for 1 desk, and
a 2x2 page setup:
AddToFunc StartFunction I Module FvwmBacker
*FvwmBacker: Command (Desk 0, Page 0 0) Exec xsetroot -solid blue
*FvwmBacker: Command (Desk 0, Page 1 0) Exec xsetroot -solid purple
*FvwmBacker: Command (Desk 0, Page 0 1) Exec xsetroot -solid black
*FvwmBacker: Command (Desk 0, Page 1 1) Exec xsetroot -solid cyan
