That means that fvwm does not manage the window. Such windows are
of course undecorated and can not be raised, lowerd or manipulated
in any way. However, a few day ago I made a fix in fvwm for a
problem with undecorated windows. Can you please try the latest
snapshot to see if the problem goes away?

If the problem persists, please try to strip down your config file
to the minimum that shows the bug. Probably it will still occur
without a configuration file at all.
