Fvwm1 does not offer the menu icon facility.
Furthermore, Fvwm1 is no longer supported by the FVWM
team.

I really do recommend that you upgrade to the latest
stable release of FVWM2 (I'm using
Fvwm2-2.4.2)......it's still the best window manager
for Linux :-)
