Eh? This is the behavior defined by the pairs:
ClickToFocusRaises/ClickToFocusDoesntRaise
&
MouseFocusClickRaises/MouseFocusClickDoesntRaise
which are GlobalOpts. See the fvwm2 manpage... unless you're using
fvwm1. Don't know about SloppyFocus, though...
