did you do a 'make' or a 'make install'.
the former does make the library, while the latter does nothing in the 'libs'
directory, and keeps complaining about the missing library in all other
directories.

don't know about that. 'make Makefiles' always worked for me, although

fvwm-2.0.47b> rm libs/Makefile*
rm: remove `Makefile'? y
rm: remove `Makefile.bak'? y

fvwm-2.0.47b> make Makefiles
making Makefiles in libs...
make[1]: Entering directory `/home/boole/albrecht/bin/tools/fvwm-2.0.47b'
make[1]: Leaving directory `/home/boole/albrecht/bin/tools/fvwm-2.0.47b'
make[1]: Entering directory `/home/boole/albrecht/bin/tools/fvwm-2.0.47b/libs'
make[1]: Nothing to be done for `Makefiles'.
make[1]: Leaving directory `/home/boole/albrecht/bin/tools/fvwm-2.0.47b/libs'
...

fvwm-2.0.47b> ll libs/Mak*
-rw-r----- 1 albrecht vta 17378 Jun 30 11:03 libs/Makefile

so this one's new although make said 'nothing to do'.

name it a BUG ?

Whether 'tis nobler in the mind to suffer
The slings and arrows of outrageous fortune,
Or to take arms against a sea of troubles,
And by opposing end them? To die: to sleep;
No more; and by a sleep to say we end
The heart-ache and the thousand natural shocks
That flesh is heir to, 'tis a consummation
Devoutly to be wish'd. To die, to sleep.	-- Shakespeare: Hamlet
