A lot of configuration files set FvwmButtons to CirculateSkip, which
means that "Next" won't find it. Try:

  "I" Next ["FvwmButtons" CirculateHit] Goto
+ "I" None ["FvwmButtons" CirculateHit] Module FvwmButtons
