xev says that the key PAUSE generate
...
keycode 110 (keysym 0xff13, Pause)
...


but CTRL+PAUSE generate
...
(keysym 0xffe3, Control_L)
...
(keysym 0x0, NoSymbol)
...

SO ctrl+pause won't work...
