I tried to recreate this, but can't. I doubt that it's a focus issue: I use
SloppyFocus myself, but anyway, the balloons should be completely ignored
by the window manager.
I tried playing around with StaysOnTop, but that made no difference. Can you
send me the relevant bits of config, and system info.
