FVWM: New FvwmIconMan release

I'm releasing version 0.9 of FvwmIconMan on my website and ftpsite.
Changes: added a usewinlist option to specify whether to honor the
                WindowListSkip style.
         hopefully fixed a bug which was causing it to coredump.
