The StaysOnBottom style would be a potentially useful addition, if only
for the Smart/CleverPlacement option, which could be instructed to ignore
the existence of such windows when placing new windows. Whether this
essentially cosmetic function is sufficiently useful to justify the
addition is to be decided....
