I think if you want to submit a patch to the license you should
use fvwm-workers.

Based on the responses you've gotten so far from some of the primary
workers, I don't think you are going to get very far.

Rather than posting links, I think you should describe the problem
it is causing you and the benefits to the fvwm project that would
be gained.
