Taking a look at fvwm-themes/themes/sa/buttons:
AddTitleStyle TiledPixmap button/title_bottom.png -- Flat Bottom
This is the best thing you may do. Or just add this bottom line to
all images you use in-place. There are no configuration options to
autogenerate such line at the bottom.
