You can start fvwm independently on each screen with the
'-s' and '-d' options:

  # fvwm2 -d :0.0 -s -f ~/.fvwm2rc.screen0
  # fvwm2 -d :0.1 -s -f ~/.fvwm2rc.screen1

And so on.
